2027 Programme UN Budget - UN Chief's Briefing | United Nations

This morning, the Secretary-General was in the Fifth Committee, where he presented the proposed 2027 programme budget. The Secretary-General described it as part of his broader reform agenda that he has pursued since his first day in office almost 10 years ago. And he has pursued that with urgency and with purpose. The challenges before us are profound, he said. Geopolitical divisions continue to deepen. Conflicts persist across regions, and humanitarian needs are soaring. International law is being trampled. Climate change disruption is hitting every continent. Artificial intelligence is reshaping economies and societies. And the Sustainable Development Goals are slipping further from reach. In this year of uncertainty and fragmentation, the need for the UN has never been greater. Mr. Guterres reiterated that Member States must fulfill their financial obligations in full and on time, as required by the Charter of this Organization, which every Member State has signed on to. The Secretary-General also stressed that the Organization needs predictable financing and timely payments of these contributions to implement the mandates the Member States themselves have approved.

Debt, Energy Costs & El Niño Hit Developing Countries - UNDP Press Conference | United Nations

UN Development Programme (UNDP) Administrator Alexander De Croo warned that developing countries are being squeezed by high energy costs, a severe El Niño and steep borrowing costs, even as the global economy proves more resilient than expected. Briefing reporters in New York from Bangkok (13 Oct), where the World Bank and International Monetary Fund (IMF) are holding their Annual Meetings, De Croo invoked IMF Managing Director Kristalina Georgieva’s Game of Thrones reference to describe the uneven outlook. “For some countries, winter is coming, but the home is well insulated and there is enough money on the bank. For other countries, winter is coming, there is no roof on the house, and the bank account is completely empty,” he said. According to the UNDP chief, the median developing country now spends 9.5 per cent of government income on interest payments, three times the share in developed countries. He noted that governments had kept 112 million people out of poverty by cushioning fuel and food price hikes, but at a fiscal cost he called “unsustainable.” Citing UNDP’s new report, “No Time to Recover,” De Croo told reporters that multidimensional poverty, which tracks access to electricity, water, healthcare and education alongside income, has risen for the first time since 2010. “Those numbers should absolutely be a wake-up call to all of us,” he said. In response, UNDP launched two initiatives at the meetings: an Investment Accelerator to help governments strengthen legal frameworks and build pipelines of investable projects, and a Jobs for Prosperity Facility to identify job-creating industries and support labour-market reforms. De Croo pointed to some 1.2 billion young people expected to enter the labour market over the next 15 years. “Well, unfortunately, for only 400 million of these there will be jobs. For 800 million of these, there will not be jobs,” he explained. UNDP has signed a framework agreement with the World Bank and a memorandum of understanding with the European Investment Bank and the European Bank for Reconstruction and Development. The 2026 IMF and World Bank Annual Meetings run through 18 October in Bangkok, Thailand.

Colombia: Situation in conflict-affected regions is complex - Briefing | United Nations

Addressing the Security Council, UN Special Representative for Colombia Miroslav Jenča said, “The Agreement has made undeniable contributions to advancing peace in the country – ending the longest standing insurgency of the conflict, establishing policies and programs to advance development and state presence in rural areas, and the building of creative pathways - that deserve our continued strong support – to ensuring transitional justice and reparations to victims.” He also said, “The situation in conflict-affected regions is complex. Communities continue to suffer the impact of the presence of multiple armed actors, illegal economies, geographic isolation, weak infrastructure, and limited access to public services.” He reported, “The reintegration process remains one of the most significant achievements of the implementation of the 2016 Peace Agreement. More than eleven thousand former combatants continue to pursue their transition to civilian life.”
