Chinese ambassador to the UN, Zhang Jun, said the key to solving the North Korean nuclear issue “is already in the hands of the United States,” adding that the US should “come up with more attractive and more practical, more flexible approaches, policies and actions in accommodating the concerns of the DPRK." Speaking to reporters today (04 Feb) ahead of a closed meeting of the Security Council on the recent DPRK missile launches, Zhang said whether or not the Council should issue a statement should depend on whether it is helpful in deescalating the tensions. He said China is watching the situation very closely but stressed that "We should understand the DPRK's launch is not an isolated incident. We have seen the ups and downs in the past few decades. And the facts have shown time and again that the solution lays in dialogue between and among the direct parties of the Korean Peninsula issue." Zhang said the US called for the Council’s meeting and says it wants to solve the problem. However, he said, "The key in solving this issue is already in the hands of the United States. The US is a direct party to the Korean Peninsula issue. If they do want to see some new breakthrough, they should show more sincerity and flexibility." The Chinese ambassador hoped all concerned parties, including Council members will remain prudent in words and actions in avoiding further escalation. He said, "We have seen a vicious circle: confrontation, condemnation, and then coming back to condemnation, confrontation and sanctions again. So, what will be the end? So, that's why, you know, China has tabled a resolution. We do not think that the draft resolution will solve all the problems, but then at least we are doing something in facilitating the further improvement and avoiding the escalation of the tensions." Zhang said the Security Council is still consulting on the situation and should work to avoid further escalation or a return to what he called the "vicious circle."
